If he is currently in chapter 13 he should discuss this with his bankruptcy attorney that is why he has one. There should be no legal problem with doing this. People in bankruptcy often lose their homes and have to move somewhere.
Potential landlords may view this as a credit problem so finding a rental may be harder or more expensive.

I live in michigan and the law says you can not enter into agreement for anything over $1000 while you are making payments on a bankruptcy. This includes contracts such as lease or rental agreements.
Most rental agancies will ask for a letter of discharge before they will rent to you.
