Who do I talk to about apartment rental problems in Houston?

I have an apartment in the Windmill Landing apartments.
We have an old refrigerator that leaks water into the bottom and ruins our food, 2 times they had maintenance people to “fix” it but water keeps coming back. We found out that it is the same one that our neighbor had in her apartment and they switched the refrigerators before we moved in. Now we have her old refrigerator with the same problem..
Who do I talk to to get the managers to replace the refrigeroter?
We pay $1000 a month for the place.

    first, to the landlords. tell them you know the history and need it fixed. if that doesn’t help, go to the owners, if you know who they are. then, there is a landlord-tenant act that covers most things. may cost you some dough, though.

    contact houston apartment association, houston city hall info division on apartments, channel 13 busy bodies (consummer advocates) or channel 11.
    start with apartment management 1st and in writting.
