I married his mother and she lives with me in england..her son 23 still lives in ukraine and will live at the apartment rent free

Do you believe you can own property anywhere on this planet and not have to pay taxes to the local authorities?
Get real.
You’ll have property taxes in Ukraine, such as they are. And Ukrainians being former Soviets, they are quite used to a long tradition of absconding with private property for the sake of the state.
Probably best to sell the place, and set her son free to live his own life…

If taxes are charged when someone is paying rent I don’t see where if would be any different that if you let someone stay there rent free. In the USA when we own property we pay taxes on it. If doesn’t matter if we are making any money on it or not. If your stepson is grown enough to live on his own he can learn to live in the adult world and pay rent. At least charge a minimal amount.
